Although typhoon No. 4 (internal name storm Narra ) has not yet made landfall, Quang Ninh Province and Hai Phong City have experienced torrential rain and howling winds accompanied by heavy swells over the past two days. Local authorities and competent forces are urgently implementing response measures for the storm.
This morning, the Quang Ninh Provincial Civil Defense Steering Committee reported that the Mong Cai area has experienced gusty winds reaching Level 7, with gusts up to Level 9. Torrential rain has fallen in several locations, including Bai Chay Ward (454mm), Cua Ong (376mm), and Quang Ha Commune (378.2mm). Heavy rainfall in Quang Ninh is forecast to continue through August 24, with general precipitation levels of 100–200mm and some areas exceeding 400mm.
While no casualties have been reported in Quang Ninh, the heavy rain has caused initial property damage.
In the highland commune of Ba Che, four low-voltage power poles collapsed due to strong winds. In Tuan Chau Ward, one hectare of aquaculture farming area belonging to local fishermen was submerged.
Communes, wards, and the special zone have relocated 184 people comprising 27 households and occupants of 23 temporary shelters to safety.
Co To Special Zone is currently experiencing heavy rain and wind gusts of Level 9–10. A total of 458 vessels and 33 floating houses have sought safe shelter. Local border guard stations are coordinating with villages and neighborhoods to conduct headcounts and urge fishermen to move their vessels to safe locations; they are also firing signal flares to call vessels back to safety.
There are currently 83 tourists in Co To; all accommodation facilities hosting guests have been notified of the storm situation so they can proactively implement safety measures.
According to Chairman Nguyen Danh Ha of Co To Special Zone People's Committee, in response to storm No. 4, the locality has, in addition to inspecting all vessels, aquaculture rafts, and anchorage points, deployed personnel to monitor and stand guard at infrastructure facilities, reservoirs, drainage sluices, and vulnerable areas prone to flooding or landslides. Strict compliance with the ban on maritime activities is being enforced, and authorities continue to assess high-risk areas while proactively preparing evacuation plans to ensure public safety.
The Quang Ninh Provincial People's Committee has issued an urgent directive requiring departments, agencies, and local authorities to remain vigilant, proactively monitor the situation, and implement coordinated response plans without any complacency or negligence.
In Hai Phong City, on the morning of August 23, local irrigation management companies proactively operated their facilities safely and prepared for heavy rainfall. Chairman Do Van Trai of Da Do Irrigation Works Operation One Member Limited Liability Company reported that as of that morning, the 71 under-dike sluices, pumping stations, and canal systems managed by the company remained safe and secure.
According to the Hai Phong Department of Agriculture and Environment, forecasts indicate continued heavy rain in the Northeast region including Hai Phong City in the coming days, posing risks of flooding and potential threats to the safety of irrigation infrastructure. Irrigation companies are required to closely monitor the storm's progression and maintain flexible, proactive response plans.
In response to the complex developments surrounding storm No. 4, the Hai Phong Border Guard Command has enacted comprehensive disaster prevention measures. These include issuing timely notifications to vessels regarding the storm’s trajectory and maintaining dedicated forces on standby for search and rescue operations to safeguard fishermen. To date, the Hai Phong Border Guard has accounted for and informed 1,620 vessels and 4,499 workers. All vessels have been securely arranged and positioned at safe mooring locations along the wharves.
