As severe weather continues to impact Northern and North-Central Vietnam, the Prime Minister has directed authorities to accelerate response and recovery operations following recent torrential rains, flash floods, tornadoes, and lightning strikes that resulted in fatalities.
On August 21, Deputy Prime Minister Ho Quoc Dung signed Official Dispatch No. 57/CD-TTg on behalf of the Prime Minister, calling for proactive disaster mitigation and immediate relief measures.
Under the executive directive, the National Civil Defense Steering Committee, ministries, and municipal authorities are instructed to closely monitor developments and swiftly execute emergency measures tailored to their jurisdiction.
The Ministry of National Defence and the Ministry of Public Security have been tasked with mobilizing military and police personnel stationed in affected regions to render immediate assistance upon request from local officials.
Chairpersons of the People’s Committees of affected provinces and cities must enforce maritime safety measures, particularly within the Gulf of Tonkin, and immediately evacuate residents from high-risk zones vulnerable to deep flooding, flash floods, and landslides. Local authorities have also been instructed to keep emergency response teams, supplies, and machinery on standby to clear debris and restore critical infrastructure once the weather clears.
The Department of Irrigation Infrastructure Management and Construction under the Ministry of Agriculture and Environment asked residents in localities from the Northeastern region to Nghe An to proactively prepare for heavy rainfall and store sufficient clean water for daily use.
Reservoirs equipped with flood-discharge gates are required to base their operating plans on rainfall forecasts, lower water levels in advance to accommodate incoming floodwaters, ensure dam safety, and issue early warnings to residents before water is discharged.
