HCMC Party Secretary orders health screening for 15 million residents in 2026

Ho Chi Minh City Party Secretary Tran Luu Quang demanded that the city’s health sector ensure every resident receives at least one medical check-up and screening in 2026, rejecting proposals to phase the plan in gradually.

Addressing the 5th Conference of the Ho Chi Minh City Party Committee for the 2025–2030 term, City Party Secretary Tran Luu Quang directed the health sector to successfully execute a comprehensive screening program for the entire municipal population. The mandate requires that 100 percent of the city's residents undergo at least one medical examination and health screening within 2026.

According to the City Party Secretary, this initiative serves as a critical implementation of the Politburo’s Resolution 72, which outlines breakthrough solutions to strengthen public health protection and care. He further noted that the mission aligns with the strategic directives issued by General Secretary To Lam to prioritize the continuous improvement of people's well-being.

Regarding this matter, Director Tang Chi Thuong of the Ho Chi Minh City Department of Health stated that it would be difficult to implement it comprehensively in 2026 and proposed implementing it in stages. Accordingly, in 2026, the focus will be on the elderly, children under 2 years old, and pregnant women.

However, the Secretary of the Ho Chi Minh City Party Committee disagreed with the above proposal. He demanded that by 2026, nearly 15 million people in Ho Chi Minh City must receive at least one health check-up and screening, without dividing it into phases. According to the Secretary of the Party Committee, failure to do so would mean not properly implementing Resolution 72.

"With the current medical infrastructure and the potential of the city's health sector, a failure to achieve this is simply unacceptable," the Ho Chi Minh City Party Secretary stated. He emphasized that the task must be completed and urged officials to immediately report any logistical obstacles or resource requirements. To ensure rapid progress, he directed the health sector to draft a comprehensive implementation plan and submit it to the Standing Committee of the City Party Committee within two weeks.
