HCMC moves to modernize construction permit administration online

Authorities in Ho Chi Minh City are planning to transition construction permit procedures entirely to an electronic environment. The effort aims to simplify administrative processes, reduce paperwork and improve oversight across the city.

The Office of the Ho Chi Minh City People’s Committee has announced conclusions from Vice Chairman of the municipal People’s Committee Bui Xuan Cuong following an online meeting on construction permit issuance across the city.

Under the directive, the city’s Department of Construction will organize an online meeting in May with leaders from 168 wards, communes and special-zone administrations to address obstacles and shortcomings in the current construction permit process.

The department will also guide local authorities in implementing standardized permit procedures in line with regulations.

In addition, the city’s Department of Construction has been tasked with coordinating with relevant agencies to study and propose further simplification of construction permit procedures, including the possibility of exempting individual housing projects from permit requirements based on the city’s specific conditions. Recommendations will be submitted to the municipal government for future implementation.

The move is intended to make home construction procedures more convenient for residents while supporting local administrations in transitioning away from paper submissions. Ward, commune and special-zone authorities are expected to process construction permit applications entirely through electronic platforms.

The city also plans to integrate digital systems among local authorities, the Department of Construction, and the Ministry of Construction to improve monitoring and supervision of permit issuance.

Meanwhile, a new administrative “Guideline Handbook” related to construction permits is scheduled to be issued before June 15. The handbook will provide standardized guidance on required documents and procedures for processing permits for individual housing projects, ensuring consistent implementation across the city.
