At 8 a.m. on August 24, the center of typhoon No. 4, Narra, was located at around 20.5 degrees North latitude and 107.7 degrees East longitude, over the waters north of Bach Long Vi Special Zone, about 120 kilometers east-southeast of Quang Ninh and 120 kilometers east of Hai Phong City, according to the National Center for Hydro-Meteorological Forecasting.
The storm had maximum sustained winds of Force 9, with gusts up to Force 11, one level stronger than the previous day.
Bach Long Vi recorded Force 9 winds with gusts to Force 11, while Co To Special Zone experienced Force 6 winds with gusts to Force 9. Mong Cai recorded Force 7 winds with gusts to Force 9.
From 7 p.m. on August 21 to 7 a.m. on August 24, moderate to heavy rain affected the Northeastern region and Thanh Hoa, with rainfall commonly ranging from 100-200mm. Lang Son, Quang Ninh, Bac Ninh and Hai Phong recorded heavy to torrential rain of 180-380mm, with some locations exceeding 400mm.
Forecasters said that the storm is expected to move toward the central Gulf of Tonkin before turning northwest at 5-10 kilometers per hour and weakening into a low-pressure area over southern Guangxi, China.
Meanwhile, the Vietnam National Center for Hydro-Meteorological Forecasting warned of the beginning of a heatwave in the Central region.
On August 24 and August 25, areas from Hue City to Da Nang City, eastern parts of Quang Ngai and Dak Lak provinces, and Khanh Hoa Province are forecast to experience hot to extremely hot weather.
Temperatures are expected to reach 35-37 degrees Celsius, with some areas exceeding 38 degrees Celsius, while relative humidity is forecast at 45-50 percent.
The meteorological agency warned that the heatwave in the Central region could persist for several days.
