According to police investigation, Phung, who owned a day care center, was hired by working parents to baby-sit their three-year-old toddler Ho Thi Thuy Ngan, for a fee of VND300,000.

During the investigation, Phung admitted to stepping on the child’s body to prevent her from running around while bathing her at the daycare centre in Binh Thuan 1 Hamlet, Thuan Giao Commune in Thuan An District in the southern province of Binh Duong. The incident occurred on November 20.

As the child felt suffocated, she tried to  run away from Phung who kept grabbing the child’s hair, splashing water over her face and continually stamping and pinning her down to the floor and shouting at her while bathing her.

A resident living near the daycare center caught the entire incident on camera and posted it on the internet. Authorities quickly found the nursery run by Tran Thi Phung identifying it with the same background as on the clip. Phung was questioned soon after.

Police found five other children with bruises and scratches all over their bodies, while Ngan’s head had a swollen scar.
