HCMC police pilot commune-level model to ensure urban order

On April 1, the Ho Chi Minh City Public Security initiated a pilot model assigning commune-level police forces to participate in maintaining urban order in Thanh An Commune, Vung Tau Ward, and Con Dao Special Zone.

In Thanh An Commune, the local police, in coordination with the Economic–Urban Affairs Team, have conducted patrols and taken measures to rectify sidewalk and roadway order as well as public order, particularly at the Committee ferry terminal, Dau Doi ferry terminal, along the commune’s central road, and the embankment areas.

According to Mr. Ho Hong Thanh Tinh, Chairman of the Thanh An Commune People’s Committee, to effectively implement the model of commune-level police involvement in ensuring urban order, the commune police need to intensify propaganda works through loudspeaker systems, local information portals, fan pages, and posters. These efforts aim to raise public awareness and bring trading activities into proper order.

In Vung Tau Ward, local forces also launched a parade along major streets to widely disseminate information and raise public awareness. Subsequently, the forces were divided into patrol teams to conduct outreach, remind business households to comply with regulations, and restore order on roadways and sidewalks at key locations such as Vung Tau Market, Ben Dinh Market, Co Giang Market, Le Loi Street, and Nam Ky Khoi Nghia Street.

At the launching ceremony, leaders of Vung Tau Ward called on the police force to uphold its core role, strictly and decisively handle violations, and enhance coordination among relevant departments, agencies, and mass organizations. At the same time, greater efforts should be made to strengthen propaganda activities to improve residents’ awareness and compliance with the law.

On the same day, Con Dao Special Zone Police launched a pilot model assigning commune-level police forces to ensure urban order in 2026. The initiative aims to rectify the encroachment of roadways, thereby contributing to the reduction of traffic accidents and the improvement of urban aesthetics.

The model is designed not only to strengthen inspection and enforcement of urban and public order regulations, restore discipline, and enhance the effectiveness of state management, but also to build the image of a civilized and safe tourist urban area across the special zone.
