Following the singing of the agreement, Gamba Osaka will send their experts to Vietnam to coach players using their methods, and the club will also bring the best Vietnamese players to continue training at their headquarters in Japan.
Gamba Osaka will also sign contracts with those Vietnamese athletes who are able to compete in the J.League.
Additionally, the two organizations will support each other in organizing training courses in their localities.
The signing ceremony is to be held next month.
PVF recently sent 12 players on loan to different clubs to prepare for their 2016 season.
Gamba Osaka is the second international partner that PVF will work with, after Busan I'Park of the Republic of Korea, which began cooperating in 2013.
The 35-year-old Japanese club is a professional team, currently playing in the J.League 1. They finished in second place last season.
Gamba Osaka twice won the tournament, in 2007 and 2014, and triumphed three times in the Emperor Cup in 2008, 2009 and 2014.
They also grabbed the AFC Champions League trophy in 2008 and ranked third in the World Club Championship that same year.
