NA weighs 2027 oversight agenda amid calls for stronger administrative reform

National Assembly (NA) Chairman Tran Thanh Man urged sharper scrutiny of ministries lagging in administrative reform and immediate oversight of food safety following recent scandals.

He made the statement at the National Assembly (NA) Standing Committee’s session on April 2 when the NA reviewed supervision results for 2025–2026 and debated priorities for 2027,

After a recent working session with Ho Chi Minh City, 40 percent of administrative procedures across ministries and sectors have yet to be devolved to local authorities. It is therefore necessary to monitor precisely which ministries and which sectors account for this remaining share, so that assessments are evidence-based and verifiable, National Assembly Chairman Tran Thanh Man stated.

He also emphasized that food safety should be prioritized for immediate oversight in 2026, following the incident involving 300 tons of diseased pork entering schools, along with other pressing concerns.

On administrative reform, the NA Chairman proposed that 2026 should likewise be selected as the year for focused supervision.

At the session, Standing Vice Chairwoman Le Thi Nga of the Committee for People’s Aspirations and Supervision presented the draft 2027 supervision program for the National Assembly and its Standing Committee.

The proposal designates “the implementation of policies and laws on administrative procedure reform in state management for the 2021–2026 period” as a supreme oversight topic for the National Assembly. Simultaneously, the Standing Committee is scheduled to oversee “the implementation of policies and laws on food safety for the 2021–2026 period.” Meanwhile, the Committee for Deputies’ Affairs has been assigned to supervise “the operations of provincial and municipal People’s Councils for the 2026–2031 term through June 2027,” with a requirement to report back to the Standing Committee.

The Chairman also suggested that the Economic and Financial Committee should examine the implementation of double-digit growth targets, identifying where growth is occurring, who is driving it. Moreover, the National Assembly may need to adopt what additional policies to support government direction and management.

Regarding Resolution 57 on mechanisms and policies in science, innovation, and digital transformation, NA Chairman Tran Thanh Man noted the need for oversight to evaluate what has been achieved by the National Assembly, ministries, and localities, as well as remaining obstacles requiring amendment or supplementation.

On food safety, Chairwoman Nguyen Thanh Hai of the NA Committee for Science, Technology and Environment added that amendments to the Law on Food Safety are expected to be considered at the October session this year. The committee has been assigned to take the lead in reviewing the draft law.
