Overloading has been going on, 10-12 percent of vehicles of many businesses have been overloaded. The freight break and overloading have not only affected businesses but also quickly downgraded roads and bridges, making it unsafe for residents while travelling in streets and polluting the environment with exhaust fume and dusts.

The association said that the above problems have long lasted but yet been solved, proposing relevant agencies to reconsider ban road signs, increase travel time for trucks in National Highway 1A and speed up the construction progress of My Thuy intersection.

Relevant agencies should create advantageous conditions for businesses when they ask for licenses to carry oversized items and transport goods to Laos and Cambodia, lower road maintenance fee because no vehicle operates 365 days a year.
Drivers should have responsibility for causing traffic accidents instead of letting businesses to bear that as present.
The Department of Transport should work with Saigon Hi-Tech Park to reduce good delivery time from 10 p.m. to 8p.m. to ease the pressure from the high number of vehicles in and out from Cat Lai seaport.
Directorate for Road of Vietnam should reconsider the currently easygoing process of FC license granting. Truck inspection has not ensured fairness for businesses. Slacken loading capacity inspection from ports to roads have caused disadvantages for those who seriously abide by relevant regulations.
Businesses at the meeting said that they had to receive inspectors from many fields for many times a year. Some have been handled for unclear regulations.
Inspector chief of HCMC Transport Department Tran Quoc Khanh said that traffic inspectors issued penalties worth VND47 billion to nearly 4,270 overloading cases which increased 9.6 percent over 2016.
Trucks’ travel in banned roads and residential areas has been on the rise in HCMC outskirts.
In the upcoming time, the agency will open three inspections to strictly handle the issue to ensure safety for residents in the New Year holiday and Tet festival.
Concluding the meeting, deputy director of the Transport Department Tran Quang Lam said that the Government has focused on reviewing toll stations to reduce the number in the upcoming time.
The agency recorded opinions from businesses in FC license granting and would propose the Ministry of Transport to handle, and consulting authorized agencies on solutions to solve problems reported at the meeting.
