NA Chairman urges HCMC to resolve stalled projects for public support

During a Politburo inspection session on April 1, National Assembly Chairman Tran Thanh Man called on Ho Chi Minh City to act more decisively in addressing long-delayed projects, to win public support and unlock vital resources for growth.

At this morning's session with Ho Chi Minh City leadership, National Assembly Chairman Tran Thanh Man called for more decisive action from city leadership to resolve stalled initiatives, specifically targeting the final settlement of long-delayed projects that have hindered regional progress.

The Politburo and Secretariat Inspection Delegation No. 11 formally approved the inspection report on the Standing Committee of the Ho Chi Minh City Party Committee during the session.

The session was chaired by National Assembly Chairman Tran Thanh Man, Ho Chi Minh City Party Secretary Tran Luu Quang with the presence of Chairwoman Nguyen Thanh Hai of the National Assembly’s Committee on Science, Technology and Environment; Deputy Head Nguyen Hong Linh of the Party Central Committee’s Inspection Commission; Standing Deputy Secretary Le Quoc Phong of the Ho Chi Minh City Party Committee; Chairman Vo Van Minh of the Ho Chi Minh City People’s Council; Chairman Nguyen Phuoc Loc of the Vietnam Fatherland Front Committee of Ho Chi Minh City; Deputy Secretary Dang Minh Thong of the Ho Chi Minh City Party Committee; Deputy Secretary Van Thi Bach Tuyet of the Ho Chi Minh City Party Committee; along with members of the Standing Committee of the Ho Chi Minh City Party Committee.

NA Chairman praises HCMC’s progress, urges action on stalled projects

After reviewing the first-phase inspection report and hearing opinions at the meeting, NA Chairman Tran Thanh Man commended the serious and responsible coordination of the Standing Committee of the Ho Chi Minh City Party Committee and relevant agencies.

He also commended the city for its successful execution of the 16th National Assembly and People’s Council elections for the 2026–2031 term. Following the polls, the city swiftly convened the inaugural sessions of the People’s Councils and finalized all personnel appointments in strict adherence to regulations. These coordinated efforts ensured that the newly formed government apparatus was fully operational by April 1.

Assessing the city’s role, the NA Chairman noted that Ho Chi Minh City has long served as a key growth engine and innovation hub for the country. Many Party and State policies have been effectively implemented in the city, providing a basis for nationwide application. At the same time, the city has benefited from special mechanisms and policies granted by the central government to support its development.

He therefore called on the city to further leverage its five major strengths by developing an international financial center in Ho Chi Minh City while accelerating regional transport infrastructure connectivity. He also emphasized the importance of promoting the innovation hub and advancing a marine economy centered on the Can Gio eco-urban area.

Additionally, he highlighted that the city must focus on improving the quality of its human resources to sustain this growth.

The NA Chairman highlighted positive socio-economic results in the first three months of 2026. State budget revenue was estimated at over VND242 trillion (equivalent to 30 percent of the annual target), export turnover exceeded US$22 billion and FDI inflows reached nearly US$2.9 billion, up 291 percent year-on-year.

In the first quarter of 2026, the city resolved bottlenecks in 738 out of 838 projects, with total addressed investment capital exceeding VND166 trillion, thereby unlocking significant resources for development.

Reiterating that resolving stalled projects will “win public and business support,” the Chairman urged the city to intensify efforts to address remaining obstacles and fully resolve prolonged projects.

Tourism remained a key growth driver, generating more than VND150 trillion (US$5.6 million), achieving over 45 percent of the annual target.

NA Chairman sets double-digit growth target for Ho Chi Minh City

NA Chairman Tran Thanh Man stressed that the Politburo, National Assembly, and Government have high expectations for Ho Chi Minh City, particularly in achieving double-digit economic growth. If the city performs well, it will not only remain a key growth driver for the Southern region but also make substantial contributions to the national economy.

To achieve growth of over 10 percent, he noted that the city must maintain at least double-digit growth in the first half of the year. Accordingly, the city should accelerate public investment disbursement, focusing on major infrastructure projects such as Metro Line No. 2, Ring Road 3, and the Can Gio International Transshipment Port, using public investment to catalyze private investment.

At the same time, the city needs to urgently resolve bottlenecks related to land procedures, compensation, site clearance, and resettlement. He also called for measures to ensure adequate supply of electricity, fuel, and gas to meet the needs of production, business activities, and daily life.

In addition, the city should continue improving the investment environment, supporting private enterprises, promoting the digital economy and innovation, and expanding the application of artificial intelligence and big data in production, services, and public administration.

Responding to the directive, Ho Chi Minh City Party Secretary Tran Luu Quang emphasized that the issues under review in the second phase of inspection are critically important, including targets for double-digit growth, science and technology development, and improving the effectiveness of the two-tier local government model.

He noted that the city currently contributes approximately 23.5 percent of national economic growth and about 30 percent of total state budget revenue, underscoring both its importance and its significant responsibilities.

The city’s development indicators not only affect local performance but also have a direct impact on national outcomes. Therefore, the city places strong emphasis on fulfilling its assigned tasks.

He added that the inspection and supervision process will enable the city to more comprehensively assess achievements and remaining challenges, while drawing practical lessons from both its own experience and that of other localities.

The HCMC Party Secretary affirmed that the Standing Committee of the Ho Chi Minh City Party Committee will closely coordinate with Inspection and Supervision Delegation No. 11 to ensure the process is conducted seriously, responsibly, and effectively, contributing to the successful fulfillment of assigned tasks.
