Prime Minister Nguyen Tan Dung asked the Ministry of Home Affairs to create an effective administration at a conference on the ministry’s work for 2011 in Hanoi on February 12.
He stressed that one of the ministry’s key tasks is to advise and direct the completion of functions, tasks and structure of the State administrative agencies at all levels.
In addition to having completed a heavy workload covering many fields in 2010, the Ministry has also successfully fulfilled its State administration and advisory tasks.
It supported the Government in directing the ministries, departments and localities to review the programmes for State administrative reform in the 2001-2010 period, the Government’s organisation structure in the 12th tenure, and the decentralisation of organisations. It also implemented personnel work, workforce management, civil service reform, and the pilot policy to remove the People’s Councils from district and precinct levels as well as successfully implementing the State management of religion and archives. In 2011, the Ministry of Home Affairs will focus on implementing the Government’s action plan for the 11th National Party Congress and prepare for the election of the 13th National Assembly deputies and members of the People’s Council at all levels for the 2011-2016 term. The Prime Minister hailed the Ministry’s staff’s efforts to overcome difficulties and make active contributions to the country’s achievements over the past 5 years. However, Mr Dung pointed out that there is still a lot of red tape in administrative procedures which causes problems for people and businesses. The administrative structures somehow overlap and are unclear, especially regarding construction, transportation, water resources, food safety and hygiene. Therefore, the Ministry is asked to work out solutions to create an effective administration. It should cooperate with the Government Office to boost administrative reform and regulations for land and construction, and continue its State management tasks along with enhancing the quality of its staff. The Prime Minister also asked the Ministry to improve its control of associations and non-governmental organisations.
