The cost of library is VND702.750 billion ($30.3 million) taken from the city budget.

Speaking at the groundbreaking ceremony, school principal Professor Ngo Minh Xuan said that unstable testing quality amongst medical clinics and unregular check of testing machines have led to disapproval between infirmaries in using testing results; as a consequence, patients have to undertake tests many time causing huge waste and overload in hospitals.
Moreover, there has been testing abuse amongst infirmaries; accordingly, building a medical lab is needed.
The facility will provide skilled medical workers not only for the city but for the South region, hoping to ease pressure on big hospitals, Professor Xuan said.
