Ho Chi Minh City People’s Committee has submitted the city People’s Council a proposal of collecting annual road maintenance fee from motorcyclists early next year, said chief secretariat of the municipal People’s Committee office Vo Van Luan.
Mr. Luan said that the city authorities have postponed road maintenance fees on motorcyclists for many years as they have realized that residents were suffering many various fees.
However, all other localities have set out their own fee rates following a government decision, hence the city now cannot delay any longer, he said.
The city authorities have encouraged residents to pay the fees and explain the target of the fees, he added
The municipal People’s Committee has submitted a plan to the People’s Council over the issue; however, the council will discuss the plan at an unusual conference on Dec. 30th.
Some members of the council said that it realized target of collecting fee was not proper and inconvincible. Moreover, the committee has not proposed any sanction for those who do not pay the fee.
As per the document of fee collection plan, riders of motorbikes with engines of up to 100 cubic centimeters (cc) will have to pay VND50,000 (US$2.33) per year and those riding bikes with 100-175 cc engines will be liable for a higher rate, VND120,000 (US$5.61) per year. As for bikes with engines of over 175 cc, the fee rate will be VND150,000 ($7) per year. No fee will be imposed on electric bicycles.
Police and army forces, disadvantaged students, relatives of families in serving the cause of the nation’s revolution will be exempted from paying fee.
The regulation will take effect from January 1, 2015 if being approved.
