The private sector now accounts for 59 percent of the city’s economic structure, stated own enterprises 20 percent and the foreign invested sector 15 percent.
The private sector contributes 63 percent of the city’s investment fund while the foreign sector makes up 15 percent.
These numbers show the role of the private sector in economic development. Therefore the city must focus on this sector while giving solutions to boost investment, said Mr. Nhan.
Planning should head towards private and foreign invested sectors to strongly attract investment in all fields.
He proposed to make clear the recent reduction in foreign investment attraction, accounting for over 17 percent of total capital. It was always high in the last five years.
Among ten norms of the competitiveness index, four are below the country’s average levels comprising unofficial costs with 4.74 points, legal institution 4.25 points, fair competitiveness 4.13 points and dynamism 4.17 points.
Mr. Nhan urged authorized agencies to have specific and drastic solutions especially in administrative reform to create advantageous environment for individuals and organizations in all fields.
At present, 99 percent of the city’s economic structure is industry and services still land area for these approximates only 7 percent. Agriculture contributes only 1 percent of gross regional domestic product but holds 45 percent of the city’s land fund.
That is a matter needed be changed and plan should be adjusted to provide a satisfactory land area for industry and services, he added.
Talking about urban infrastructure, Mr. Nhan said that he had required relevant agencies to re-examine the compatibility of flooding situation and anti-flooding solutions in the city.
According to surveys, 63 percent of the city’s premises have the height of below 1.5 meters. Climate change has caused sea level rise by one centimeter a year. With this trend, the sewer system of the city will be paralyzed in the next ten years.
Worse, high tide frequency has been higher and higher. In the phase of 2006-2010, there were 15 times the tide level reached 1.5 meters a year. The number increased to 76 times in the phase of 2011-2014.
These urgent issues require the city to have drastic actions in the upcoming time, he stressed.
HCMC party chief Nguyen Thien Nhan said that the city should improve the mechanism to receive residents’ opinions, considering it as an important information channel for city leaders in social management.
He prompted districts and agencies to monthly review residents’ complaints as well as voters’ opinions about their management operations, and media information about their weaknesses to repair.
They should cling on these three channels to solve problems and better their services instead of conducting many inspections.
Doing these well, they will contribute in fighting and spotting corruptions and negative issues by public servants and cadres in the current administration system.
