At the online meeting to review the administrative reform task in the period 2011-2015 and implementation of new plan for the next period yesterday, the Ministry of Home Affairs announced the 2015 results of the public administration reform index (PAR INDEX 2015), on which the central city of Da Nang and State Bank of Vietnam ranked first with 93.31 per cent and 89.42 percent respectively.
The Ministry has released its Public Administration Reform (PAR) Index for 2015 in two categories: Provinces and Ministries.
The average index of central cities and provinces is 85.11 percent, 3.9 percent higher than in 2014 and 7.55 percent higher than in 2013. This year, the number of cities and provinces with 90 percent index doubled last year ( in 2014 only three cities and provinces had indexes of 90 percent). Forty-nine provinces saw rather good results with over 80 per cent this year while it was reported 44 cities and provinces in 2014
Through the implementation of PAR INDEX in four years and the fluctuation of indexes between 2014 and 2015, the Ministry assessed that the PAR INDEX of 63 cities and provinces across the country is 79.99 percent with 33 of them having higher rating than average rating.
Seven cities and provinces saw rather good results (over 85 per cent), including the central city of Da Nang with 90 percent, the northern provinces of Hai Phong, Phu Tho, Hanoi with 88.59, 85.04 and 87.05 percent respectively and Ho Chi Minh City, the southern provinces of Can Tho, BInh Duong with 85.92 percent and 85.78 percent respectively.
The Ministry divided the indexes into three groups. The group with 90 percent index includes the central city of Da Nang, the central provinces of Thua Thien-Hue and Quang BInh, the northern province of Hai Phong and the Mekong delta city of Can Tho and the southern province of Dong Nai. The moderate group (with indexes ranging from 80 to 90 percent ) consists of 49 provinces.
Finally, the group with indexes from 70 to under 80 percent includes the northern provinces of Bac Kan, Lai Chau, Ha Giang, Cao Bang, Hung Yen and Dien Bien and the central province of Quang Ngai.
As per the announcement, the average PAR INDEX 2015 of 19 ministries and ministerial - level agencies is 85,3 percent, highest in four concessive years.
The State Bank of Vietnam (SBV) ranked the first place among Ministries, with a rating of 89.42, followed by the Ministry of Finance with 89.21, the Ministry of Transport with 88.77, and the four ministries with the rate below 83 percent including the ministries of Information and Communications, Industry and Trade, Science and Technology and Education and Training with indexes of 82.04; 82.19; 82.21; 82.27 respectively.
The Index showed managers’ efforts in ministries. Ministries having the higher rating in the list include the Ministry of Health, the Ministry of Science and Technology, Education and Training.
The gap between SBV and the Ministry with poorly performance (the Ministry of Information and Communications) is 7.38 percent while it was 10.83 percent in 2014.
