The chairman had a meeting with relevant departments and agencies on October 23 to discuss collapse of roads in the city following media reports of a series of traffic mishaps caused by improperly covered manholes and re-paved roads after completion of underground sewage infrastructure projects in recent months.

He asked people’s committees, investors and urban traffic management units to work together to inspect infrastructure works, take prompt measures to tackle collapse of roads, and not to disclaim their responsibilities.

Chairman Quan ordered the city Transport Department to introduce regulations on management of technical infrastructure systems in the city, which define clearly responsibilities of investors, contractors, design and supervision consulting companies.

The committee will consider and issue the regulations by November.

According to the transport department, between July and Mid-October alone about 22 sinkholes appeared on city streets, causing many accidents, some of them with fatalities.

The latest roadslide took place on the Hai Ba Trung Street on October 22 on which road users had their hearts to miss a beat when they saw a big hole with 2 meters in length and 1 meter in width suddenly appeared on the road surface.

The department said most of these holes have appeared on roads that had been dug up for installation of sewers under ongoing urban upgrade projects.

The most affected streets include Hai Ba Trung, Le Van Sy, Pham Van Hai, Nguyen Kiem, Au Co, No Trang Long, Nguyen Van Dau and Xo Viet Nghe Tinh.
