All local authorities and sectors to focus on social policies first in their development strategy, said Prime Minister Nguyen Tan Dung at an online conference yesterday

The conference was held to review the implementation of a government resolution on realization of
Party Resolution 15-NQ/TW, which focuses on social welfare and other similar policies for the period between 2012 and 2020.

After three year implementation,  social policy system expanded more rights and social welfare, The life of policy families, poor people and ethnic minority people was improved much.

Nearly  1.4 million people in serving the country’s revolution had accessed to monthly benefits, an increase of 94,000 from 2012.  From 2012 to 2015, about 1.6 million people have been offered jobs every year including sending 340,000 people to abroad for work; accordingly, the unemployment rate has dropped from 2.18 per cent in 2012 to 2.08 per cent in 2014.

Around 4 million low-income families accessed to loans; 8 million students were exempted from tuition fee and supported studying fee. Averagely, 4 million needy people were granted medical insurance cards. In addition, the government has built infrastructure for production and daily activities in disadvantaged districts.

However, PM Dung said that there still exist shortcomings in carrying out social policies; therefore, leaders in agencies and districts must continue completing preferential policies for social policy families and ensure the income and support for needy people

Moreover, all policies should be conducted synchronously to guarantee the effectiveness of the social policy system.  The governments should call for contribution of private sector in social policies.

The PM concluded that if spending on social benefits is equal to 5.88 percent of the country’s gross domestic product (GDP) and this rate has increased to over 6.6 percent of GDP in 2015. Despite the country’s difficulties, spending on social policies has still hiked, said Mr. Dung.

The PM asked ministries, agencies  and local governments must focus on social policies to achieve the targets set such as employment rate increase, poverty reduction,  fresh water and clean environment.
