That was confirmed by Mr. Tran Minh Hai, deputy director of the provincial Department of Planning and Investment yesterday.
According to Mr. Hai, the investor of Nha Trang Sao recreation and sports complex has not followed regulations according to the granted investment certificate. Worse, it had been penalized for breaking environmental protection regulations but still continued violations.
Khanh Hoa province licensed the project, opposite to Hon Do island in Nha Trang Bay, in March 2012 with the total investment capital of US$33 million.
The project broke ground in 2014 over the total area of 103,000 square meters including 44,000 square meters on the ground and 59,500 square meters on the water surface.
As plan, the first phase is expected to complete at the end of 2015 and the second phase in the following year. However, construction process has showed many violations so Khanh Hoa province People’s Committee required authorized agencies to inspect the project in January 2016 as the project had not yet completed as schedule.
Afterwards, the investor was penalized VND130 million (US$5,720) for not implementing environmental observation and supervision program and VND70 million for unlicensed bay reclamation affecting Nha Trang bay--a national landscape.
In addition, the committee required the investor to adjust designs to build the illegal bay reclamation area into a park. However the project has almost stomped on the spot since 2016 until now.
