Ho Chi Minh City inspects key infrastructure projects in eastern area

Ho Chi Minh City People’s Committee Chairman Nguyen Van Duoc led a delegation on August 22 to inspect major transport, energy, urban development and tourism projects in the city’s eastern area.

The delegation surveyed the Long Son LNG Power Plant Project, which is planned on an area of about 42.6 hectares and has a first-phase designed capacity of 1,500 MW. Of the total area, about 40.06 hectares is state-managed land, while about 2.5 hectares is currently used by local residents for aquaculture.

The large-scale energy project is expected to play an important role in ensuring energy security and promoting the energy transition in eastern HCMC.

At the Go Gang Urban Area, the delegation surveyed an area where the total forest area, based on the 2015 inventory boundaries, was 602.59 hectares, including 126.26 hectares of natural mangrove forest. The area currently has 322 households with a population of 1,130.

The project is currently in the research phase, with investment attraction options being proposed. The Long Son Commune People’s Committee is preparing an adjustment to the 1:2,000-scale zoning plan for Long Son and Go Gang islands.

In Tam Thang Ward and Vung Tau Ward, the delegation inspected the Thuy Van Square Park. The project covers nearly 36,000 square meters and has a total investment of nearly VND95 billion ( US$3.64 million). It is expected, together with the Tam Thang Tower, to create a modern coastal public space serving residents and visitors.

The delegation also surveyed the Mui Nghinh Phong site, covering about 13.8 hectares, and the planned location of the Vung Tau International Passenger Port.

Under the research plan, the port would have a 420-meter-long berth capable of receiving passenger ships of up to 225,000 GT, as well as a marina with capacity for about 280 yachts. The total area is about 732,399 square meters, comprising a passenger terminal, parking area, port facilities, berths, water areas and entertainment and recreational services.

The project is expected to provide additional momentum for coastal tourism, high-end services and the maritime economy in eastern Ho Chi Minh City.

The delegation also surveyed the DT994 Coastal Road Upgrade and Expansion Project, one of the key transport corridors connecting the urban, tourism and maritime economic centers in eastern HCMC.

The entire route is being developed with six lanes and is expected to be completed and fully opened to traffic in the third quarter of 2027. The final 5.6-kilometer section in the Ho Tram area is targeted for completion by the end of 2026.

Progress on this section had previously been affected by procedures to change the purpose of forest land use, which required submission to the Prime Minister for approval. To date, most of the site has been handed over, allowing contractors to accelerate construction.

The delegation also inspected projects connecting to the Bien Hoa-Vung Tau Expressway, with a total length of about 16.4 kilometers and total investment of about VND14 trillion.

The first section, 6.7 kilometers long and consisting mainly of elevated roads, is expected to be completed in the first quarter of 2027. The second section, 6.8 kilometers long and connecting to the coastal road, is scheduled for completion in the second quarter of 2027. The third section, 2.87 kilometers long, has a 67-meter cross-section and 10 lanes. An overpass is currently being built at the intersection in preparation for the connection.

Following the inspection, HCMC People’s Committee Chairman Nguyen Van Duoc asked project owners, contractors and local authorities to maintain close oversight of construction sites and focus on resolving bottlenecks related to land clearance, procedures and construction organization. He also urged them to proactively adopt rolling construction plans to ensure the projects are completed on schedule.

Transport, energy, urban development acceleration and tourism projects are expected to create a synchronized infrastructure system, improve regional connectivity, effectively tap the potential of the maritime economy and generate new growth momentum for eastern HCMC.
