HCMC ensures information safety with four protection layers, 24/7 surveillance

Ho Chi Minh City is implementing some solutions comprising 24 hours per seven-day surveillance and studying for building a backup database center and four security layers of information safety and so on.

Director of the Ho Chi Minh City Department of Information and Communications Lam Dinh Thang this morning answered delegates' questions at the 17th session of the tenth tenure Ho Chi Minh City People's Council focusing on the city’s socio-economic and defense-security situation.

Director of the municipal Department of Information and Communications Lam Dinh Thang said that Ho Chi Minh City set a target of 100 percent of information technology infrastructure being reviewed and updated to ensure connectivity from the city to districts, wards, communes and towns.

At the current time, the department is collaborating with relevant units to review and identify the need for investment in over 3,000 devices for units and localities with a total amount of up to more than VND150 billion (US$5.9 million).

Regarding slow network access in localities affecting the interaction between residents and authorities, the Director of the Ho Chi Minh City Department of Information and Communications gave three reasons comprising old and degraded computer infrastructure at units; a huge demand for digital transformation and the complicated arising requirements triggering difficulties on platform management; software and platforms of ministries and agencies not in accordance with Ho Chi Minh City.

Regarding information security and network security, the Director the Ho Chi Minh City Department of Information and Communications said that Ho Chi Minh City is implementing a number of solutions such as placing all data in the city's data center which is monitored 24/7. Besides, the city is researching and building a backup data center project.

In addition, the city is organizing the protection of information safety through four protection layers at agencies, units, Ho Chi Minh City database center, a team of independent assessment experts and system-to-system connection being ensured with centrally-run agencies. Besides, the city also has an information security response network to rescue units when incidents occur.

As for data sharing, Director of the Municipal Department of Information and Communications Lam Dinh Thang affirmed that Ho Chi Minh City's database system has been linked to an integrated and shared digital database platform such as a system for handling administrative procedures, receiving and resolving information via switchboard 1022, a unified system for resolving complaints and denunciations and so on.

In the upcoming time, the city will put into operation the systems comprising land management, construction license, electronic school records, electronic health and so on.
