Administrative procedures should be tweaked, with difficulties frequently reviewed to improve the procedures, he said.
 
He urged the Ministry of Planning and Investment (MPI) and the Ministry of Finance to consider the Ministry of Transport’s petition to use public funds to acquire and clear land for building the Ho Chi Minh City-Long Thanh-Dau Giay expressway project.
 
Mr. Hai also urged the State Assessment Council to appraise the cost of the Hanoi-HCMC high-speed rail project so that the Government, Politburo, and National Assembly can consider it.
 
He instructed the MPI to include establishment of a company to operate the proposed HCMC metro in a list of ODA needs to be submitted to the Japanese Government this year.
 
The HCMC People’s Committee should build and manage the stretch of the Beltway III which goes through the city and the Ministry of Transport should transfer the project documents to the city, he added.
