According to the Ho Chi Minh City People’s Committee, there are 11 projects being implemented with total investment capital of VND 104,071 billion (US$ 4.4 billion).

The Office of People's Committee Ho Chi Minh City yesterday released information of the implementation and disbursement of programs and projects under form of official development assistance (ODA) capital and preferential loans.

In order to accelerate the progress of projects as well as the allocation of capital, the Ho Chi Minh City People’s Committee proposed to the Ministry of Planning and Investment for supporting and instructing the city to adjust the total investment of Ben Thanh-Suoi Tien metro line project and the second metro line Ben Thanh-Tham Luong; to adjust the medium term plan in the period 2016-2020 and arrange this year’s capital plan from the central budget to allocate to ODA projects in Ho Chi Minh City, aiming to ensure sufficient capital for implementation in 2019.

The city is currently monitoring 11 projects with a total investment of VND 104,071 (US$ 4.4 billion).  billion. Of which, ODA capital was VND 88,565 billion (US$ 3.7 billion); counterpart fund reached VND 15,506 billion (US$ 662 million).

According to the capital plan assigned in 2019, ODA capital was allocated from the central budget was VND 199 billion (US$ 8.5 million); counterpart fund reached VND 1,198,303 billion (US$ 51.2 billion). Accumulated disbursement from the beginning of the year to May 2019 showed that ODA capital gained VND 99 billion (US$ 4.2 million) (reaching 49.75 percent of the assigned capital plan) while counterpart fund reached VND 25.3 billion (around US$ 1 million) (uploading 2.11 percent compared to the assigned capital plan).

Among the projects, there are eight investment projects and three projects of technical assistance. Of which, there are four large scale-investment projects as the Ben Thanh - Suoi Tien Urban Railway Line 1 (Metro No.1) project (uploading 62 percent of progress; the project of Ben Thanh-Tham Luong metro line 2 project (reaching at 3.8 percent of progress), the second phase of water environment improvement project on Tau Hu – Ben Nghe – Doi – Te canal (reaching at 65 percent of prigress); the second phase of urban environment hygiene project (reaching at 10.43 percent of progress).

Among these key projects, the second phase of urban environment hygiene project has been well disbursed (reaching 100 percent of budget capital allocated by the state).

The construction projects of two metro lines: Ben Thanh - Suoi Tien Urban Railway and  Ben Thanh-Tham Luong metro have been adjusting the total investments so these projects have not been disbursed. Besides that, the Ministry of Planning and Investment has not delivered ODA capital to the second phase of water environment improvement project on Tau Hu – Ben Nghe – Doi – Te canal because of capital adjustments for the medium term of 2016 – 2020.
