The Mekong delta province of Dong Thap have spent VND7.5 billion (US$336,375) to help those who finished serving their prison sentence for 3 past years, said police in the province yesterday.

The amount is served as capital for those finished serving their prison sentence to start-up their business. By statistic, since 2013 retrospectively, up to 99 percent of those who had finished serving their sentence re-committed crime because they had no jobs and no capital for business and they faced discrimination in the society.

Understanding their difficulties and expectation, the Police in Dong Thap and related agencies set up a fund aiming to aid these special people. The fund will provide capital for them to produce, selling and buying things to earn money.

Every person is eligible to receive a loan of VND10 million-VND30 million in 12 months or 36 months.
The fund was useful because many people could have jobs to keep away from crime as well as create closeness  between the government, police and residents.

Thanks to the fund, the rate of people relapsed into crime after serving sentence retrospectively decreased from 19 percent in 2013 to 7 percent in 2016. Moreover, a club comprising of 16 members who finished serving sentence has lately been set up in order to help them share stories of themselves.
