Thousands of vehicles could barely move in the flooded streets and many even broke down.

According to the HCMC anti-flood Program Management Center, the 40 millimeter rainfall together with the tide level of 136 mms, flooded many of the city roads with 30-50 mms of water.

The National Hydro Meteorological Forecasting Center predicts a cold spell on March 24, which is expected to cause light drizzles and cause temperatures to drop throughout the northern and central parts of the country.

The Center explained that due to the transition period of seasons, opposite flowing air currents are created, which result in negative weather phenomena and have also been conducive for the spread of epidemic diseases.
