The President required the force to continue this progress, emphasizing a thorough knowledge of the law and technology, in order to adapt to new situations and develop Binh Duong Province as a key socio-economic area.

Speaking at another ceremony held in Ha Noi, Vice Minister of Public Security To Lam said the force was faithful to the Party, State and people, had many achievements and contributed to national construction and defense.

The Security General Department No1 and No2 were presented with the Party and State's noble distinction, the Ho Chi Minh Order, for military exploits.

Le Hong Anh, Minister of Public Security, asked the force to implement the resolutions of the 11th National Party Congress to ensure political stability, protect national sovereignty, assure social order and create favourable conditions for national development.

He said leaders of each unit must enhance loyalty and faithfulness of soldiers towards the leadership of the Party, improve their skills and act as counselors to chalk out policies assuring national security.

Continue to invest

President Nguyen Minh Triet yesterday asked the Ho Chi Minh City University of Industry to continue to invest in the quality of its lecturers and to expand sharing with international universities, particularly those with advanced science and technology.

He said this should be done while making sure students learned foreign languages, which he said were an important vehicle in international integration.

The president also asked the university to invite Overseas Vietnamese to be guest lecturers.

Triet said the teaching of engineering and technology at tertiary level played a critical role in national development, particularly in industrial development.

He said he was impressed with achievements gained by the university in recent years, particularly the increase in enrolments and the high quality of education.

"The university has taken the right step in designing special courses for poor students to help them acquire professional skills. This is a good way to train the nation's human capital. It is a role model for other educational institutions," Triet said.

He added that as the nation wanted to become an industrialized nation by 2020, it was imperative to have high quality human resources.

"However, our education and training system in general has quite a lot of constraints while our human resources are in a state of imbalance," Triet said.

"That's why we have to accelerate training, but with emphasis on quality."

University Rector Dr Ta Xuan Te told President Triet the university had more than 100,000 students from secondary level upwards.

"Every year, between 20,000-30,000 students from the three education tiers graduate and up to 98 per cent of them find jobs," Te said.

The HCM City University of Industry has six educational campuses. The main campus is in Go Vap, HCM City. The others are in Thai Binh Province in the Thai Binh River Delta, Thanh Hoa, Nghe An and Quang Ngai (central) and Bien Hoa (next to HCM City).

Te said in the near future, the university would open a new campus in Nhon Trach, in Dong Nai Province in the South.
