Politburo advocates special policy on southern key economic zone development

Communist Party General Secretary Nguyen Phu Trong yesterday said that the Politburo agreed with the drafted report on Ho Chi Minh City’s social-economic situation for 2010-2015 and objectives of developing the city in 2015-2020 that will be submitted to the 10th congress of Communist Party Unit in HCMC, which proposed a policy for developing the southern key economic zone.

HCMC Party Committee Secretary Le Thanh Hai reported the draft to the Politburo at a meeting chaired by General Secretary Nguyen Phu Trong at the Party Central Committee Headquarters.

Among main missions and solutions in 2015-2020 period, HCMC determined seven breakthrough programs to improve human resource quality, economic growth quality and competitiveness; continue administrative reform; reduce traffic jam and accident, flooding, environmental pollution; adapt climate change and sea level rise; and implement a new program on urban planning and development.

Notably, the city proposed the Politburo to have mechanisms and policies to develop the southern key economic zone or the southeastern region.
 
According to Mr. Hai, this region has created 37-38 percent of the country’s total Gross Domestic Product (GDP) and contributed over 30 percent to GDP growth.

In 2005-2010, it created 64 percent of the state budget revenue and 62.4 percent of Vietnam’s export turnover.

Therefore, HCMC Party Standing Committee suggested the central Government to issue a development policy to synchronously tackle four issues including production resource allocation, traffic infrastructure construction, human resource training and use, water source management and environmental protection.

There should have a regional coordination mechanism directly under the Prime Minister’s guidance to exploit potentials and strengths, harmoniously develop provinces and cities in the region and ease pressure for HCMC.
 
General Secretary Nguyen Phu Trong affirmed that the Politburo advocated contents proposed in the report but required key measures to create breakthroughs in improving growth quality and competitiveness, and boost science and technology application to make it a real socioeconomic motivation.

The politburo agreed with a policy to develop southern key economic zone and tasked the Ministry of Planning and Investment and related agencies to make proposals on it.
