According to the Government Office, in the last 9 months, it cooperated with related ministries & sectors, and local authorities to standardize and upgrade necessary databases for administrative procedures regarding citizens and businesses in order to integrate them for the services launched on the portal.
This public service portal, an essential milestone in the implementation of the people-centered and enterprise-centered approach, aims at delivering transparent information about administrative procedures as well as actually carrying out these practical works online. The portal is supposed to save more than VND4,200 billion (approx. US$181.4 million) per year.
At the launching time, the portal with the address http://dichvucong.gov.vn provides 5 online public services in all 63 provinces and cities, consisting of driving license re-issue, promotion activity notices, health insurance card re-issue due to loss or damage, low-voltage power supply to individuals, households and medium-voltage power supply to businesses, and electricity bill payment utility.
This portal also carries out 4 ministry-level public services, namely international driving license issue, promotion activity registration, certificate grant of goods origin, business e-tax collection.
Regarding the four regions that have already integrated the portal to their own in 2019, there are more practical services provision, including tax registration and household business registration in Ho Chi Minh City, birth registration in Hanoi, Quang Ninh Province, Hai Phong City.
In the first quarter next year, ministries and sectors as well as local authorities are going to integrate 15 more public services, which are individual tax registration, customs procedures, business registration, health services, labor services, birth registration, guaranteed transactions, police records, and fine collection for traffic violation, into this portal.
In the introduction ceremony, Prime Minister Nguyen Xuan Phuc and leaders of ministries & sectors pressed the launching button for the formal operation of the portal. They also signed an electronic commitment to establish, operate, and develop the National Public Service Portal further to better serve all citizens and businesses.
The ceremony went on with the real experience of this portal by on-site visitors and enterprise representatives as well as people at other sites of the portal.
At the site located in Cao Xanh Ward of Ha Long City (in Quang Ninh Province), Ms. Ha Thi Hue performed the birth registration, while in Ho Chi Minh City (HCMC), Deputy Director of Majestic Hotel Nguyen Thanh Nhan carried out the task of registering for medium-voltage power supply. Simultaneously, in Huong An Commune of Que Son District (in Quang Nam Province), Mr. Nguyen Quang Binh signed up for low-voltage power supply.
Reports showed that the birth registration was finished successfully. The HCMC Electricity Company (EVNHCMC) announced that it received sufficient registration information and sent the document code for the client to monitor the procedure.
The Prime Minister clearly stated in this event that the project to develop such a portal was approved in 2015 as a part of the focused process to establish an e-government in Vietnam.
He believed that the online communication between citizens, businesses and the government via this practical portal will make administrative procedures more transparent to minimize authoritarian behaviors and corruption problems.
Therefore, he urged that related agencies speed up the integration of other useful common public services into the portal.
Accordingly, in the near future, this portal allows citizens to use their own social welfare number or ID number to sign in and apply for services in need. It will also permit individuals and businesses to monitor administrative procedures easily. In addition, the portal has a feedback receipt tab to collect suggestions and satisfaction evaluations from the public.
