HCMC intensifies enforcement against roadway, sidewalk encroachment

HCMC Vice Chairman Bui Xuan Cuong called on municipal officials, civil servants, public employees, and residents to voluntarily comply with the law and work together to build a more orderly, safe, modern, civil, and compassionate city.

The HCMC Traffic Safety Committee launched a high-intensity campaign to inspect and prevent encroachment and unlawful use of roadways and sidewalks; restore public and urban order; and conduct a comprehensive sweep to address illegal transport business activities across HCMC in 2026, on the morning of January 16, at Van Lang Park in An Dong Ward. Vice Chairman Bui Xuan Cuong attended the ceremony and delivered directives.

Speaking at the launch ceremony, Vice Chairman Bui Xuan Cuong underscored the united resolve of the entire political system to restore public and urban order and ensure traffic safety throughout the city.

According to Mr. Bui Xuan Cuong, the campaign aims not only to deal with immediate violations but also to reinforce accountability among State management agencies and the leadership role of authorities at all levels. At the same time, it seeks to enhance public awareness and voluntary compliance with the law, thereby fostering a traffic environment that is safe, orderly, and civilized.

The Vice Chairman noted that HCMC spans 6,772 square kilometers with a population of more than 14 million, home to over 12 million motorcycles and more than 1.4 million cars. This immense scale creates a “megacity amplification effect,” posing significant challenges in traffic governance, urban order, and road safety.

In recent years, the city’s police have worked with relevant agencies and localities to disseminate regulations, patrol streets, enforce compliance, and handle violations relating to traffic safety and urban order. While some improvements have been observed, results remain uneven and unstable; many streets still suffer from recurring sidewalk and roadway encroachment, sparking public frustration.

From this reality, the Vice Chairman instructed departments, agencies, and 168 wards, communes, and municipal-level units to swiftly detail their action plans and deploy coordinated solutions. Priority tasks include refining regulations on street and sidewalk use; innovating legal awareness campaigns; strengthening patrols and strict enforcement of violations; and emphasizing the accountability of local authorities—particularly those in leadership positions.

On behalf of the municipal government, Mr. Bui Xuan Cuong urged officials, civil servants, public employees, and city residents to uphold their sense of responsibility, respect the law, and work together to make HCMC more orderly, safe, civilized, modern, and humane.

At the ceremony, Colonel Nguyen Dinh Duong, Deputy Director of the HCMC Police Department, stressed that to sustainably restore urban, public, and traffic order, police forces must closely coordinate with grassroots authorities and local mass organizations. He affirmed a firm stance against shielding or enabling violations, while proactively arranging legal business locations and compliant parking lots to help residents transition to more stable and lawful livelihoods.

According to Colonel Nguyen Dinh Duong, the ultimate goal is for citizens and street vendors to fully understand the importance of maintaining clear sidewalks and roadways and voluntarily remove obstructions before enforcement measures are imposed. Public communication must be intensified through mass media, digital platforms, intersections, and public spaces—supported by the Vietnam Fatherland Front and socio-political organizations.

Immediately after the launch, police across the city simultaneously deployed inspection forces to address violations, improve urban aesthetics, and return sidewalks to pedestrians. Colonel Nguyen Dinh Duong expressed confidence that with the synchronized participation of the entire political system and strong public support, HCMC will become increasingly civilized, safe, and welcoming.
