As per the resolution, Hanoi will ban motorbikes in downtown by 2030. Cars will also have to stay away from specified streets during certain hours and days.
Car owners will be charged higher parking fees in downtown areas. There would be trial “odd or even day” restriction for car parking and respective disciplines for cars from outskirt zone.
Additionally, to control the traffic vehicle number, the local government will take synchronous measures, including monitoring taxi system by 2030, following the road map from 2017 to 2020.
Also according to the resolution, car owners must open electric bank accounts, install equipment for management and regulation such as automatic fee collection equipment. Especially, Hanoi sets project to collect fee of vehicles in some districts in the city.
To ensure the implementation of the project, Hanoi will complete regulations, technique standards and infrastructure as well as increase information of the policy to locals by June 30, 2018.
As planned, the city will test vehicle exhaustion from July 1, 2018 to December 31, 2019. As of 2020, dilapidated motorbikes will be removed from traveling.
