Hanoi, HCMC to fund 75-85 percent of urban rail projects from local budgets

The Ministry of Transport (MoT) announced that, under the proposal for developing the urban railway network in Hanoi and HCMC, approved by the Politburo, the two cities have preliminarily calculated the demand and funding plans to invest in the entire urban railway network by 2045. The total capital required for Hanoi is US$62.25 billion, and for HCMC, it is $67.15 billion, including operational costs and interest payments.

For financing, both cities plan to raise around 75-85 percent of the investment for the entire urban railway network by 2045 from local budgets, while the Central Government will assist by issuing government bonds to support local budgets.

The MoT assesses that with the goal of achieving double-digit growth nationwide in the 2026-2030 period, allocating about VND424.85 trillion from the central budget over ten years is feasible without significantly impacting the central budget.

The MoT and the two cities have also reviewed and proposed strict monitoring mechanisms to ensure effective use of investment funds and prevent corruption and resource wastage.

By 2035, both cities aim to have 17 urban railway lines in operation, covering about 752 km in total (Hanoi plans to complete seven lines and three segments, totaling 397 km, while HCMC plans seven lines totaling 355 km). These systems are expected to handle 35-50 percent of the public transport market share.

By 2045, an additional seven lines and four segments (about 355 km) will be put into operation. Hanoi aims to complete four new lines and extend three existing lines, totaling 200 km, while HCMC plans to complete three additional lines, covering 155 km, increasing their share of public transport to 50-60 percent.

For projects after 2035, the municipal People’s Committees will decide whether to implement them earlier based on transport demand, investment capacity, and connectivity.

According to Hanoi's urban railway development plan, the pre-2035 projects include Line 1: Ngoc Hoi - Yen Vien - Nhu Quynh (Ngoc Hoi - Yen Vien section, Gia Lam - Duong Xa section); Line 2: Noi Bai - Thuong Dinh - Buoi (Nam Thang Long - Tran Hung Dao section, Tran Hung Dao - Thuong Dinh section, Nam Thang Long - Noi Bai section, extended section to Soc Son); Line 2A: Cat Linh - Ha Dong - Xuan Mai (the Cat Linh - Ha Dong section operational, extended section to Xuan Mai); Line 3: Troi - Nhon - Yen So (the Nhon - Hanoi Station operational for 8 km, Hanoi Station - Yen So section, Nhon - Troi section, extended section to Son Tay); Line 4: Me Linh - Sai Dong - Lien Ha, Line 5: Van Cao - Hoa Lac; Line 6: Noi Bai - Ngoc Hoi; Line 7: Me Linh - Ha Dong; Line 8: Son Dong - Mai Dich - Ring Road No.3 - Linh Nam - Duong Xa; Satellite line: Son Tay - Hoa Lac - Xuan Mai.

Investment projects after 2035 include Line 2: section from Tran Hung Dao - Cho Mo - Nga Tu So - Hoang Quoc Viet; Line 7: Me Linh - Noi Bai section; Line 1A: Ngoc Hoi - second airport in the South; Line 9: Me Linh - Co Loa - Duong Xa; Line 10: Cat Linh - Lang Ha - Le Van Luong - Yen Nghia; Line 11: Ring Road No.2 - Southern axis - second airport; Line 12: extended satellite route from Xuan Mai to Phu Xuyen.

According to HCMC's urban railway development plan, the pre-2035 projects include Line 1: Suoi Tien - Ben Thanh - An Ha (Ben Thanh - Suoi Tien completed, operational from December 22, 2024, Ben Thanh - An Ha); Line 2: Cu Chi - National Highway No.22 - An Suong - Ben Thanh - Thu Thiem; Line 3: Hiep Binh Phuoc - Binh Trieu - Cong Hoa Roundabout - Tan Kien - An Ha; Line 4: Dong Thanh (Hoc Mon) - Tan Son Nhat Airport - Ben Thanh - Nguyen Huu Tho - Hiep Phuoc Urban Area; Line 5: Long Truong - Hanoi Highway - Saigon Bridge - Bay Hien - Depo Da Phuoc; Line 6: Inner ring road; Line 7: Tan Kien - Nguyen Van Linh Street - Thu Thiem - Thao Dien - Thanh Da – Saigon Hi-tech Park - Vinhomes Grand Park.

Investment projects after 2035 include Line 8: Da Phuoc - Pham Hung - Ngo Gia Tu - Saigon Station - Quang Trung Software Park - Hoc Mon - Binh My (Cu Chi); Line 9: An Ha - Vinh Loc - Saigon Station - Binh Trieu; Line 10: Outer ring road.
