Doctor detained for wrongly certifying prisoner with HIV

Physician Truong Chi Si, Head of the Infectious Disease Department at the General Hospital in Long An Province in the Mekong Delta, has been detained for wrongly certifying that a prisoner was on the last stages of HIV, when in fact this was incorrect.

The news was confirmed by Si’s wife, Truong Thi Thu Ha, who is the Deputy Chairwoman of the People’s Committee in Tan An Town of Long An Province.

Si was arrested on November 14 and taken to the police station for questioning. According to the police, Si had certified a prisoner, who was serving at Thanh Hoa Prison in Ben Luc District of Long An Province, for last stages of the dreaded HIV disease.

After being certified for HIV, the prisoner was released from prison to return to his home, on compassionate grounds.

However, soon after being released from prison the prisoner committed a serious crime for which he was arrested again. Investigation police discovered that the man was in fact not suffering from the HIV disease as certified.

Police thus decided to detain Si for issuing a wrong certificate for the prisoner.
