The Ho Chi Minh City Party Committee has announced a plan to dispatch working delegations to review leadership and direction at commune-level Party committees in relation to the operations of the Vietnam Fatherland Front, socio-political organizations, mass associations and non-professional staff. The survey will also examine Party-building efforts within enterprises across the city.
The initiative aims to assess the current situation and operational effectiveness of the administrative apparatus and its personnel.
The survey will focus on leadership outcomes in streamlining the organizational structure under the two-tier local government model. It will also evaluate efforts to reform the content and methods of operation of the Fatherland Front and socio-political organizations, as well as the allocation of staffing and non-professional personnel working within these bodies at the commune level.
In addition, the survey will assess the quality, capacity and job performance of officials and civil servants, along with the application of science, technology and digital transformation in carrying out tasks.
Regarding non-professional staff, the survey will concentrate on how they are assigned and deployed at the commune level and in residential clusters and hamlets, while evaluating the necessity and effectiveness of their roles.
For Party-building in enterprises, the survey will review the implementation of Project No. 01-DA/TU issued by the Standing Committee of the municipal Party Committee, including the establishment of Party organizations and socio-political organizations within businesses. It will also examine the management, leadership and improvement of Party members and organizations across different types of enterprises.
Previously, the Ho Chi Minh City Department of Internal Affairs issued a document to People’s Committees of 168 communes, wards and special administrative units, requesting an urgent review and finalization of the timeline to end the use of non-professional staff at the commune level by May 31. This move is part of efforts to streamline the administrative system and enhance the effectiveness and efficiency of local governance.
The directive also aims to implement Conclusion No. 137-KL/TW of the Politburo and the Secretariat on reorganizing administrative units at all levels and building a two-tier local government model.
Accordingly, more than 5,500 non-professional staff at the commune level in Ho Chi Minh City will either leave their positions or be rearranged before May 31.
