HCMC should conduct opinion poll about anti-flood task
In a yesterday meeting with the Department of Construction upon construction management, Secretary of Ho Chi Minh City Party Committee Nguyen Thien Nhan said that opinion poll should be carried out to have precise answer to the anti-flood mission.
Secretary Nhan began the meeting by remarking that the municipal People’s Committee has actively implemented detailed and feasible anti-flood solutions to carry out the Party Committee’s direction 23-CT/TU.
However, he reminded the Committee and local administrations and agencies to have policies in the field of construction when implementation. For instance, the construction authority must arrange its force before supervising and must have expenditure for coercing to dismantle illegal construction works,
He noticed that projects of planting tree, lighting and embankment construction should be under public-private partnership (PPP).
Mr. Nhan stressed that the city without construction sector has no smart urban adding that the first thing to catch tourists’ eyes are high-rise buildings. Accordingly, the construction sector must work closely with other sectors to come up with good solutions in urban development.
The Department of Construction should verify hiccups along the way to find solutions especially when HCMC is carrying out smart city project requiring good preparation, he said.
For example, solutions for anti-flood matter and drainage must be publicized so that city dwellers understand that city authorities have not got stuck in the problem, he emphasized.
The city will listen to experts and try its best in handling residents’ demand by its highest responsibility and scientific solutions.
Also concerning anti-flood matter, Party Chief Nhan ordered to change anti-flood assessment approach. Specifically, local administrations should conduct annual opinion poll in the inundated districts because residents’ opinion reflection of the result of anti-flood mission is most correct.
Regarding anti-flood project worth VND9,900 billion ($426.4 million), Mr. Nhan asked to remove land clearance stagnancy in Nha Be District to speed up the project. The city People’s Committee and relevant agencies were assigned to work on the problem.
The Department of Construction was asked to raise the number of solid concrete houses making up 60 percent in the city along with providing more shelters for one million immigrants to the city. The city will convert partly solid concrete houses into high-rise buildings to have more land for service sector.
Along with this, more trees should be planted and more lights should be installed.
The Department of Construction must set a certain time for finishing river embankment as he said.
At the meeting, Director of the Department of Construction Le Hoa Binh said that the city will eliminate 23 flooded sites over 37 ones by the end of the year and it will continue to delete the remaining by the end of 2020.
According to Director Binh, construction inspector handled 1,640 violations in the field in the first six months of the year. Amongst 619 violations, 121 cases were in District 9, 75 cases in Thu Duc District and 63 cases in Binh Tan District. Inspectors collected fines of VND22 billion.
Inspector Chief Ly Thanh Long said that the Department has coordinated with districts 9, Thu Duc and Binh Chanh in managing construction. However, the department and local administrations have passed the buck in dismantling illegal construction works for fearing to be sued.
When it comes to unsuccessful attempts to auction 3,700 resettlement apartments in the 12,500 resettlement plan Thu Thiem in District 2, Deputy Chairman of the People’s Committee Vo Van Hoan said the Department of Construction should divide the auction into smaller packages to make it less unwieldy for bidders.
