During the execution process, detailed plans must ensure feasibility, consistency, persistence, practicality, efficiency, transparency, and accountability, adhering to the principle of “six clarities”, including clear responsibility, tasks, timeframe, accountability, products and authority.

The municipal Party Committee noted that effective implementation requires Party committees at all levels to firmly embrace the principle that development and stability are mutually reinforcing. All policies must prioritize better living conditions for the people while ensuring the supreme interests of the nation and the public.

At the same time, satisfaction levels among citizens and businesses, along with public trust and work efficiency, will be used as key benchmarks to assess leadership capacity, governance effectiveness, and the performance of the grassroots political system.

The Ho Chi Minh City Party Committee has identified nine major groups of tasks and solutions to effectively implement the Resolution of the 14th National Party Congress.
