At a recent meeting presided by Deputy Prime Minister Vuong Dinh Hue on the plan to change managerial mechanisms and re-arrange the schooling system in the country, the Minister  proposed reforms including self-controlling in schools and recruiting teachers,  basing on their needs.

Because only school management boards understand current situation of the school; once they are allowed to recruit on the basis of their own requirement, they will work out plan.
At present, only people’s committees and the departments of education and training are eligible for recruiting teachers for school and both work on general plan leading to irrelevant redundancy or shortage in each school.

Once, schools are allowed to recruit teachers as per their requirement, they will have the right not to sign contract with an employee who unfinished their duty within two year working; accordingly, it created more competition among teachers and public and private schools have chance to recruit good teachers.
Recruiting teachers following the demands of schools would help improve the quality of education, said Minister Nha.

However, it should have road map for carrying out this plan, Minister Nha added.
