The Ministry of Transport wants to increase penalties upto VND7-8 million on drivers testing positive to excess of 50-80mg of alcohol in blood and 0.25-0.4mg on breath.
On July 23, the Ministry announced new and higher penalties on drunken driving violations in a new draft decree on road and rail violations.
Accordingly, drivers not installing a black box or having one that does not function will be penalized VND3-5 million, and businesses and organizations will have to fork out as much as VND6-10 million.
Besides fines, some serious offenders may also have their license revoked for one month while businesses will not be allowed to operate until they rectify such violations.
Drivers will not be penalized anymore for operating motorbikes registered under other people and for wearing substandard helmets.
If this decree is passed, those not paying road maintenance fees will not be fined. The current decree imposes fines of VND800,000-1,200,000 a motorcycle and VND6-10 million per car.
The Ministry of Transport explained because of conflicting opinions in this matter, they plan to remove this regulation henceforth.
