Da Nang has officially designated four dedicated airspaces for organizations, associations, and clubs operating unmanned aerial vehicles (UAVs). The initiative paves the way for commercial drone delivery trials and aims to foster the development of the city's low-altitude economy.
On September 16, the Da Nang People’s Committee issued Decision No. 4167/QD-UBND, signed by Vice Chairman Ho Ky Minh, establishing designated airspace zones for organizations, associations, and clubs that own or operate aircraft in the city.
The four airspace zones are defined by WGS-84 coordinates and stretch from the central coastal area of Da Nang to the southern part of the city.
Zone 1 runs along the coastline from Thuan Phuoc Bridge to Furama Resort, covering Man Thai and My Khe beaches.
Zone 2 extends from Ngu Hanh Son to the Co Co River, bordering Hoi An, and encompasses a number of resorts.
Zone 3 is located in Tam Ky, around the administrative center and residential areas.
Zone 4 covers a mountainous area bordering Tien Phuoc and Chien Dan, where sparse population makes it suitable for test flights.
The Da Nang Military Command has been tasked with leading the implementation, working alongside municipal police and local authorities to delineate and publicly publish sector boundaries. The command will also oversee flight licensing, monitoring, and operational coordination in accordance with legal regulations.
Simultaneously, the municipal police will handle UAV registrations and maintain safety surveillance. They will collaborate with the Department of Science and Technology to inspect and evaluate hardware specifications to guarantee data and information security.
To drive commercial application, the Department of Science and Technology will advise municipal authorities on pilot programs for drone delivery services and other low-altitude economic activities.
The Department of Construction will review building heights that could affect flight operations, while the Department of Industry and Trade will inspect and monitor the market. The Department of Health will oversee health-related issues, and the Department of Culture, Sports, and Tourism will coordinate the management of sports and recreational activities involving aircraft, as well as pilot drone operations for search and rescue at tourist sites and destinations.
The decision stipulates that organizations, associations, and clubs conducting flight operations in the four designated zones, including test flights serving the low-altitude economy, must obtain permits from competent authorities, comply with the terms of their permits, and assume responsibility for ensuring air and ground security and flight safety.
The Da Nang Military Command retains the authority to temporarily restrict or ban flights in specific zones during special circumstances involving national defense, security, or public order.
