It’s only two weeks until Viet Nam officially joins the World Trade Organization so the country is coming under enormous pressure to reform its administrative procedures, an official from the Interior Ministry told a seminar on administrative and enterprise reform.
Viet Nam’s position on the global competitiveness ladder recently dropped three rungs due to troublesome administrative procedures.
Deputy Minister of Trade Luong Van Tu, who headed the Vietnamese negotiators at the WTO talks, said that from now on all government regulations on commerce, services and investment would be promulgated two months before taking effect in order to comply with WTO rules.
Mr. Tu added that the businesses and people affected by proposed new regulations would be consulted as policies were formulated.
Deputy Minister of the Interior Thang Van Phuc said that no matter how administrative reform was undertaken, the administrative mechanism had to conform to the basic principle that the Government only supports enterprises, not monitors them.
