The agency said the quake hit off an area 10 kilometres from the Wao city in Lanao del Sur province to the northwest at 4:47 am (local time).
The epicentre was measured at a depth of two kilometres.
The strongest intensity was recorded in Kalilangan, Bukidnon, and Cagayan de Oro cities.
Phivolcs said no damage is expected but there could be aftershocks.
