The government in the new term between 2011 and 2016 will work hard to turn the country into a modern industrial one with social stability, strong sovereignty status, and bigger role in the international arena, said Prime Minister Nguyen Tan Dung.

In order to reach the goals, Mr. Dung, who has been re-elected for his second term, said that the mission of the new government is to implement three strategic breakthroughs defined by the 11th national Party Congress in January this year.
He identified the three breakthroughs as perfecting the institution of a socialist-oriented market economy for equal competition environment and administrative reform, developing high-quality human resources to renovate the national education system for the sake of scientific and technological advances, and developing a synchronous system of modern infrastructural facilities, focusing on transport system and infrastructure in big urban areas.
According to the PM, a good market economy should have the development of highly transparent markets which are well managed and supervised.
The development of the market would be measured by the levels of competition in manufacturing and service sectors, he said.
To utilize the market economy, Mr. Dung said a task set out for the new term is to improve mechanisms and policies so that all kinds of markets could operate smoothly with high degree of competitiveness.
The PM said the government should shift from the role as a regulator of the national economy to a builder of development, whose roles are to build development planning schemes, create room and conditions for different economic sectors, and to expand supervision to quickly uncover macro-economic imbalances.
Explaining the second breakthroughs concerning human forces, the Politburo member said that science and technology has been a major feature governing the development of a country.
He said it’s time the country should change the growth model from exploiting cheap raw materials and low-quality human resources to apply modern scientific and technological achievements, quality human resources and modern managerial skills.
Fast development of human resources is a strategic breakthrough for restructuring the economy, Mr. Dung said, citing the 11th Party Congress’ Strategy.
The strategy pointed out that, special attention must be given to the development of excellent leaders, managers, experts, business executives, skilled workers, and leading scientists, he added further.
In the 2011 – 2016 term, the twice-elected PM said that the government will reform apparatus, management and operation mechanisms of the science and technology sector, direct scientific and technological activities to serve industrialization and modernization, in order to quickly increase productivity, quality, efficiency and power of the national economy.
The government will issue policies to encourage green technologies that save energy and are friendly to the environment.
As the third breakthrough targets infrastructure system, Mr. Dung reasoned that infrastructure is the path for socio-economic development and condition for allocating production forces.
He said the development of infrastructure requires changes in master planning and methods to mobilize resources to the implementation procedures.
The government has to focus investment on the North-South route, concentrate on the comprehensive infrastructure in association with urban layout, quickly develop the power resource and transmission systems to serve national growth and meet the people’s daily needs, and develop the irrigation systems.
Mr. Dung requires the residents to contribute ideas and supervise the implementation of the breakthroughs.
