As per a report presented by the People’s Committee at the meeting, until 2020, the percentage of national standard level nursery schools in Hanoi will reach 60 per cent, state-run elementary schools 70 per cent and secondary schools 60 per cent.

This was one of the key items for discussion at the meeting, submitted by the city People's Committee to the municipal People's Council.

In order to fulfill these goals, Hanoi needs to focus on a master plan to develop the education system and schools network by 2020 with a vision for 2030.

Based on the master plan approved by the Prime Minister, this session of the People's Council of Hanoi will discuss and approve plans that will provide a platform for the city's growth in the years to come.

The committee has set a goal of raising the quality of the country's education system to catch up with the rest of the region and the world.

More than 1,200 new schools from kindergarten to high school level, covering 12 million square metres of land and costing more than VND71.3 trillion (US$3.3 billion), are being planned to meet the city's demand.

Ministries, State agencies, universities and colleges are in the process of being relocated to the outskirts of the city, and part of that vacant land will be used for the new schools, according to the plan.

To improve the quality of education, the committee suggested that all teachers should strive to meet national professional standards.

By 2015, 150 teachers for natural sciences will be required to deliver lessons in foreign languages.

By 2012, Hanoi will be a modern high-tech city with an industrial growth rate of 12.13 per cent annually during the period 2010 to 2015, according to the report.

In the health sector, the city will ensure that all communes have heath centres, and around 25 new hospitals with nearly 9,000 new patient beds are built during the period 2012-2020.

Concerning agriculture, by 2020, Hanoi will have 144,000-146,000 hectares of land under rice cultivation among which 40,000 hectares will be under high quality commercial rice cultivation.
