At the event, Head of the General Department of Natural Disaster Prevention and Control Tran Quang Hai said that natural disasters have devastated as well as caused loss of life and property damage; therefore, the establishment of the General Department of Natural Disaster Prevention and Control is necessary to boost international cooperation and collaboration with China, Laos, Cambodia and Thailand in effective natural disaster prevention.
On the same day, the National Hydrology Meteorology Forecast Center reported that medium- heavy rains covered the northern mountainous, the Central Highlands and the southern provinces in previous days.
The northern mountainous provinces of Dien Bien, Yen Bai, Bac Kan, Cao Bang, Thai Nguyen and Quang Ninh experienced non-stop downpours and flooding on the large scale because of an influence of low turbulence.
The bad weather condition is predicted to last by August 18.
Currently, the floodwater level on Lo, Gam, Chay and Da River is rapidly rising.
Besides that, the strong operation of the southwest monsoon is causing medium- heavy rains and thunderstorms in the Central Highlands and the southern provinces by August 19.
