According to the ministry, the consulting company wining the bid package to establish the feasibility study report for Long Thanh Airport and ACV have proposed three investment projects.
Under the first project, the airport’s investor and operator will use ODA funds for the airport. In the second one, ACV will spend its own funds to build and operate the airport.
The third project will organize bidding to select the investor and operator who will use their capital instead of ODA loans under Public Private Partnership (PPP) form or BOT (Build-Operator-Transfer) contracts.
After analyzing and estimating strengths as well as weaknesses of each project, the consulting firm and ACV proposed to choose the second project in which ACV will use its capital to invest in and exploit the airport without using ODA funds.
The ministry has proposed the Prime Minister and the State Appraisal Council to select the project suggested by ACV in order to start work on the airport in early 2021 and build it in 2025 in line with the National Assembly’s resolution.
