Construction Minister Tran Hong Minh has instructed relevant authorities and investors to accelerate the development of EV charging infrastructure at road rest stops.
According to a review of rest areas along the eastern North–South Expressway, only four of the 21 rest stops have partially put EV charging systems into operation, while another eight are under construction.
The other rest stops have not started installing charging infrastructure, and most have yet to establish a completion schedule. Some have also not selected an investor or operator or determined when the charging stations will become operational.
The minister instructed relevant authorities to require investors and rest stop operators to urgently review design plans, available land, power supply capacity and contractual obligations, and develop detailed implementation plans for each site.
He said the scale of charging infrastructure should match traffic demand, the expected growth in electric vehicles and long-term operational requirements. Charging stations should also be developed in tandem with the construction, renovation and upgrading of rest stop facilities.
The directive also calls for selecting investors with strong financial capacity and proven experience in developing, building, managing and operating large-scale EV charging networks to ensure synchronized infrastructure across the expressway.
