The resolution, presented at the February 13 session of the NA Standing Committee, seeks to establish a legal framework that would effectively boost national scientific-technological advancement and digital transformation, making them driving forces for socio-economic development to deliver on the dual targets by 2030 and 2045 as outlined at the 13th National Party Congress.
The National Assembly Standing Committee deliberated on a draft resolution aimed at revolutionising Vietnam’s science, technology, innovation, and digital transformation landscape at a session on February 13.
According to the Government’s proposal, the resolution seeks to establish a legal framework that would effectively boost national scientific-technological advancement and digital transformation, making them driving forces for socio-economic development to deliver on the dual targets by 2030 and 2045 as outlined at the 13th National Party Congress.
The document, comprising 20 articles across four chapters, features contents related to the areas. A key feature is the autonomy granted to scientific research organisations, giving them greater independence in organisational structure, staffing, finance, and professional decisions. It also includes provisions on civil liability exemption for potential losses in state-funded research projects as well as regulations on state capital allocation to science-tech missions through funds.
Presenting a verification report, Chairman of the NA’s Committee on Science, Technology and Environment Le Quang Huy endorsed the issuance of the resolution, noting it will help accelerate growth targets of at least 8 percent by 2025 and double-digit growth for the 2026-2030 period.
Full-time legislators reached consensus on submitting the resolution to the parliament to remove roadblocks in the sector and creative motives for national socio-economic development, contributing to concreatising the target for 2025 and subsequent years. They stressed the importance of careful review to prevent potential group interests, wastefulness, and other negative practices.
Speaking at the event, NA Chairman Tran Thanh Man commended the Ministry of Science and Technology, Ministry of Information and Communications, and the NA’s Committee on Science, Technology and Environment for their swift preparation of the draft resolution.
He specifically called for policies that could unlock resources and create immediate effects, contributing to the economic growth.
