Minister of Home Affairs Nguyen Tien Hai stated that the establishment of the two cities fully satisfies the political and legal requirements stipulated by relevant regulations.
Specifically, the proposal is based on Resolution No. 17-NQ/TW, adopted at the third plenum of the 14th Party Central Committee on July 24, 2026, as well as the Politburo's conclusions in Conclusion No. 20-KL/TW dated April 7, 2026, and Conclusion No. 52-KL/TW dated June 20, 2026, which endorsed the policy of establishing Quang Ninh City and Bac Ninh City for consideration and approval by the 16th National Assembly at its first extraordinary session.
The establishment of the two cities is also consistent with the National Master Plan, the National Urban and Rural System Master Plan, the Red River Delta Region Master Plan, the provincial master plans, and the general urban development plans for Quang Ninh and Bac Ninh.
Recent development trends in the Red River Delta, the Northern region, and the country as a whole have underscored the important role of Quang Ninh and Bac Ninh provinces. Both provinces have effectively leveraged their potential and competitive advantages to emerge as among the country's leading localities in terms of economic scale.
According to the Government's proposal, Quang Ninh City would be established on the basis of the current natural area, population, and commune-level administrative units of Quang Ninh Province. Upon its establishment, the city would cover 6,231.27 square kilometers, have a population of 1,523,400, and comprise 54 commune-level administrative units, including 30 wards, 22 communes and two special zones.
Bac Ninh City would be established based on the existing natural area, population, and commune-level administrative units of Bac Ninh Province. The new city would encompass 4,713.75 square kilometers, have a population of 3,989,623, and consist of 99 commune-level administrative units, including 45 wards and 54 communes.
Presenting the verification report on the proposals to establish Quang Ninh City and Bac Ninh City, Chairman of the National Assembly's Committee for Legal and Judicial Affairs Phan Chi Hieu said the committee supports the necessity of establishing the two cities. He noted that the proposals had already received in-principle approval from the Party Central Committee and the Politburo.
The proposed areas for the establishment of Quang Ninh City and Bac Ninh City fully meet all seven statutory criteria and five required conditions prescribed by law. The committee therefore recommended that the National Assembly approve the resolutions on the establishment of Quang Ninh City and Bac Ninh City.
The Committee for Legal and Judicial Affairs also urged the authorities of Quang Ninh and Bac Ninh provinces, following the establishment of the two cities, to concentrate resources on developing them into new economic growth poles. It called for the prompt restructuring and consolidation of the administrative apparatus under the urban government model to ensure a lean, efficient and effective system, while promoting comprehensive cultural and social development and improving people's quality of life so that residents can fully benefit from development outcomes in line with directives, conclusions and planning approved by competent authorities.
The committee also endorsed the proposed effective dates of the resolutions, recommending that the resolution establishing Quang Ninh City take effect on September 1, 2026, and the resolution establishing Bac Ninh City on September 20, 2026, in line with the level of preparation and the aspirations and determination of local Party committees and authorities.
