The seminar was attended by leaders of the central provinces of Quang Nam, Quang Ngai, Quang Tri and Thua Thien-Hue. The rural development program in the central region is currently facing setbacks due to capital shortage.

According to the provincial leaders, employment criteria, average income criteria and poverty elimination are factors that have been hard to achieve in this agro based region. Many believed that shortage of funds had created setbacks in implementation of many plans and infrastructure development.

Deputy Chairman of the People’s Committee of Thua Thien-Hue Province proposed that the Government must develop a mechanism to ensure a steady fund flow to implement projects, especially for agro-development programs for farmers.
