The Investigation Police in Khanh Hoa Province have detained Nguyen Manh Ha, a former government inspector of Department 2, on criminal charges.
Earlier, on March 19 this year, police in Khanh Hoa Province prosecuted Ha for disclosure of a new urban area project in Phuoc Long Ward in Nha Trang City in Khanh Hoa Province.
According to the police report, on June 18, 2010, the Government Inspectorate Agency decided to check on complaints by citizens on wrongdoings in the new urban area project in Phuoc Long.
On August 28, 2010, the inspection team with Nguyen Manh Ha as one of the members completed their task.
On October 27, 2010, Nguyen Manh Ha sent a 35-page written draft conclusion report to Nha Trang City authorities from Hanoi, through a man named Hung.
As per contents of the draft, the Government Inspectorate proposed transferring the dossier to the police for investigating criminal acts of local officials in Khanh Hoa Province.
Local officials in Khanh Hoa then accused Hung of making use of the draft inspection to black mail them and wanted to know how to escape this criminal solicitation.
However, on January 30, 2011, the Government Inspectorate officially disclosed a report concluding the legal aspect of the wrongdoings in new urban projects in Phuoc Long.
According to the report, almost all the violations of the officials in the related project were not to the extent to be treated as criminal actions as the draft report had stated. Thus, the report recommended that the officials not to be prosecuted but receive mild administrative sanctions only.
On June 26, according to a source of information revealed by the Government Inspectorate, the police decided not only to detained Ha but Government Inspectorate also disciplined three other inspectors working in Government Inspectorate Agency for involvement in this case.
