Ministry of Health agrees to ban recreational laughing gas

In its document to People’s Committee in Hanoi, the Ministry of Health agreed that the use of nitrous oxide – or laughing gas- for recreational purposes is illegal.

The Ministry added that nitrous oxide is just used in industry only.
The Ministry said that the gas is under the Ministry of Industry and Trade’s management on index of chemicals in industrial field. According to the regulation, nitrous oxide is not allowed to use for human being.
Nitrous oxide is a dissociative inhalant that can cause analgesia, depersonalization, dizziness, euphoria, and some sound distortion and in some cases, it may cause slight hallucinations and have a mild aphrodisiac effect.
Accordingly, the Ministry proposed that People’s Committee in Hanoi should increase information of detrimental effect of the gas on human’s health.
In October, 2018, People’s Committee in Hanoi documented the Ministry of Health to issue warning of harmful effect of the laughing gas proposing to tighten control in production.
Simultaneously, the committee required relevant agencies and departments in Hanoi and people’s committees in districts to increase management and impose penalties on violations relating to the laughing gas, shisha”, and marijuana.
The Hanoi People’s Committee asked the Department of Education and Training to popularize the health hazard of the laughing gas and other addictive substances in the form of milk tea and cake to parents.
Education sector should prohibit students to use these products and work with police to ban street vendors who sell thing around schools’ premises.
